Bill Fraser focuses on client development, client relationships, business development, and product support.

Prior to Spectrum, Fraser was with Reliant Energy, Inc. as Managing Director, Capital Management and Vice President, Financial Structuring. He led the credit and insurance risk management functions; optimized structures around liquidity, rating agency, and counterparty concerns; and developed the retail power structuring capabilities.

During nine years with Koch Industries, Inc., Fraser was Vice President in Koch Petroleum Group/Koch Capital Services and CFO for Koch Agriculture leading over $300 million of closed investments in structured finance opportunities, private equity funds, and direct investments.

Before Koch, Fraser spent nine years in the aerospace industry with NASA Johnson Space Center as Manager, Space Shuttle Power Generation System and with Space Industries, Inc.

Fraser earned an MBA, Finance from The Wharton School (with Distinction), an MSE, Mechanical Engineering from The University of Texas, and a BSE, Mechanical Engineering from Duke University (with Distinction – Magna Cum Laude).
